Ghetto Rise of Destiny FAQ that hopefully will make your lives easier

Hello everyone !!!

I originally compiled this FAQ in order to (hopefully) inform the dueling public when they participate at the Sneak Preview this weekend in my neck of the woods. I actually have a copy of this posted at Yugiohrealms; however, maybe I can help my fellow judges out across the country and post a copy here. If you think it might be useful at your Sneak Preview, please feel free to copy and paste it and perhaps post it somewhere at your event in where you feel it will do the most good.

The rulings are the ones that Kevin Tewart and company posted on the judges group in order to make our lives easier; I converted it into a Q & A format and tried to anticipate common situations that you all may deal with this weekend.

(except for one...but I'll get to that later  )

Credit for the following information goes to all the R&D boys at UDE; especially Kevin Tewart and Dan Scheidegger.

BTW, you may notice that the cards in the following questions do not interact with cards from other sets. At my Sneak Preview, for sealed, I'm giving people 5 packs of Rise of Destiny; not 3 packs of ROD and 2 packs of another set. (and that's because I really don't want to deal with any more rulings headaches as is  )


Rise of Destiny FAQ (version 0.1)

Harpie Lady 3
Wind/4 stars/Atk 1300/Def 1400/Winged Beast/Effect
This card's name is treated as "Harpie Lady". Your opponent's monster that battles with this card cannot declare an attack for your opponent's next 2 turns.


Q1) On my opponent's turn, he has his Mystic Swordsman LV6 attack my Harpie Lady 3. My opponent can no longer attack with his Mystic Swordsman LV6 for two of his turns, when do we start counting the turns?
Answer: In this case, count that turn (in which your Harpie Lady 3 was attacked) as the FIRST of the two turns. Then it's your turn. After that, it's your opponent's turn again (which would be the 2nd turn in which their monster cannot attack).


Q2) How about if it's my turn, and I have my Harpie Lady 3 attack my opponent's Mirage Dragon. How should I count the turns?
Answer: Very simple. As soon as you end your turn, and your opponent goes, that's turn one. In other words, Mirage Dragon cannot attack for your opponent's next two turns.


Q3) Can my opponent use Divine Wrath to negate Harpie Lady 3's ability and destroy her?
Answer: No, since Harpie Lady 3 is a continuous effect monster and its ability may not be chained to.


The Creator
Light/8 stars/Atk 2300/Def 3000/Thunder/Effect
Select 1 monster from your Graveyard. Send 1 card from your hand to the Graveyard and Special Summon the selected monster. You can only use this effect once per turn. This card cannot be Special Summoned from the Graveyard.


Q1) Is sending a card from my hand a cost in activating The Creator's effect?
Answer: No. Sending the card from your hand is part of the effect. It's not a cost.


Q2) Since the discarding isn't a cost, if my opponent chains Divine Wrath to The Creator's effect, and destroys it, I don't lose a card, correct?
Answer: Correct.



The Creator Incarnate
Light/4 stars/Atk 1600/Def 1500/Warrior/Effect
Tribute this card to Special Summon 1 "The Creator" from your hand.

Q1) Can I tribute this card from my hand to special summon The Creator?
Answer: No, your The Creator Incarnate has to be tributed from the field.


Q2) If my The Creator Incarnate is set in face-down defense position, can I still tribute it to special summon The Creator?
Answer: Yes, you can.


Element Magician
Light/4 stars/Atk 1500/Def 1200/Spellcaster/Effect
This monster gets the following effect(s) while there is a monster(s) with the following Attribute(s) on the field:
"¢WATER: Control of this card cannot switch.
"¢WIND: If this card destroyed your opponent's monster as a result of battle, it can attack once again in a row.


Q1) If I have Element Magician attack my opponent's Harpie Lady 3, and there is another wind monster on the field, can I attack again with Element Magician?
Answer: No, you cannot attack again that turn due to the effect of Harpie Lady 3.


Raging Flame Sprite
Fire/3 stars/Atk 100/Def 200/Pyro/Effect
This card can attack your opponent's Life Points directly. Each time this card successfully attacks directly, increase the ATK of this card by 1000 points.


Q1) Is the ATK increase on a successful direct attack permanent?
Answer: The +1000 ATK lasts as long as "Raging Flame Sprite" remains face-up on the field. "Raging Flame Sprite" can continue to get +1000 ATK each time it successfully attacks directly (becoming ATK 1100, then ATK 2100, etc.).


Q2) Can my opponent activate Divine Wrath to negate Raging Flame Sprite's effect and destroy it?
Answer: No. Raging Flame Sprite's effect is a continuous effect and may not be chained to. Do not ask me why Raging Flame Sprite is a continuous one or I will become violent.


Q3) How come Raging Flame Sprite is a continuous effect?
Answer: Someone get me a knife, preferably a dull one.



Nightmare Penguin
Water/4 stars/Atk 900/Def 1800/Aqua/Effect
When this card is flipped face-up, return 1 card on your opponent's side of the field to the owner's hand. As long as this card remains face-up on the field, increase the ATK of all WATER monsters on your side of the field by 200 points.


Q1) Is this a flip effect monster?
Answer: No, because the word "FLIP" is not at the beginning of the card text.



The following cards, aside from their statistical differences, have the same text:
"¢ Tactical Espionage Expert (Earth/3 stars/Atk 1300/Def 1200/Warrior/Effect)
"¢ Eagle Eye (Wind/3 stars/Atk 1300/Def 1200/Winged Beast/Effect)
"¢ Invasion of Flames (Fire/3 stars/Atk 1300/Def 1200/Pyro/Effect)
"¢ Creeping Doom Manta (Water/3 stars/Atk 1300/Def 1200/Fish/Effect)
When this card is Normal Summoned successfully, no Trap Cards can be activated.

Q1) I am confused, what does this card(s) exactly do?
Answer: The effect of these monsters prevents the activation of Trap Cards that can be activated when a monster is Normal Summoned, such as "Trap Hole" and "Torrential Tribute". You can activate Trap Cards later in the turn. You can negate the Normal Summon of these monsters with "Horn of Heaven" or "Solemn Judgment". (In which case the Normal Summon failed and the effect of the monster is not applied.)


Fox Fire
Fire/2 stars/Atk 300/Def 200/Pyro/Effect
During the End Phase of a turn when this face-up card was destroyed as a result of battle, Special Summon this card from the Graveyard to your side of the field. This card cannot be Tributed for a Tribute Summon.

Q1) Since a face down monster is flipped up during the beginning of the damage step, that means if my face-down Fox Fire is attacked and destroyed, it's effect will still be applied in the end phase, right?
Answer: Unfortunately that's wrong. In order to activate its effect, "Fox Fire" must be face-up when the attack that destroyed it was declared. If a face-down "Fox
Fire" is attacked, its effect is not applied even though it is face-up when
destroyed.


Fusilier Dragon, The Dual-Mode Beast
Dark/6 stars/Atk 2800/Def 2000/Machine/Effect
This card can be Normal Summoned or Set without Tribute. In that case, the original ATK/DEF of this card become halved.


Q1) Can I use Divine Wrath to negate Fusilier Dragon's ability and destroy it?
Answer: No, since Fusilier Dragon is a continuous effect monster.


Q2) If I set my Fusilier Dragon without tributing, do I have to show my opponent what I just set?
Answer: No, you do not have to show your opponent that you just set your Fusilier Dragon.


Q3) If I set my Fusilier Dragon without tributing, and then it gets flipped up because it got attacked, what are its attack and defense?
Answer: Its attack and defense are 1400/1000


Q4) What about if I set my Fusiler Dragon without tributing, and in a later turn I Flip Summon him, what's his attack/defense?
Answer: Only 1400/1000




Homunculus the Alchemic Being
Light/4 stars/Atk 1800/Def 1600/Plant/Effect
You can change the Attribute of this monster. This effect can only be used once per turn.


Q1) When I use Homunculus' effect, how long does the attribute change last?
Answer: If you use this monster's effect to change its Attribute, it remains changed
as long as it remains face-up on the field, or until it is changed again.



Gaia Soul The Combustible Collective
Fire/4 stars/Atk 2000/Def 0/Pyro/Effect
You can tribute up to 2 Pyro-Type Monsters on your side of the field. If you do this, increase the ATK of this monster by the number of Tributed monsters x 1000 points. When this card attacks with an ATK that is higher than the DEF of your opponent's Defense Position monster, inflict the difference as Battle Damage to your opponent's Life Points. Destroy this card during the End Phase.


Q1) How many times can I activate this effect?
Answer: You may tribute up to 2 pyro monsters only ONCE per turn.


Q2) Even if I don't use the effect, will Gaia Soul still be destroyed at the end phase?
Answer: "Gaia Soul the Combustible Collective" is destroyed during the End Phase even if you don't activate its effect.



A-Team: Trap Disposal Unit
Fire/2 stars/Atk 300/Def 400/Machine/Effect
This effect can be used during either player's turn. When your opponent activates a Trap Card, Tribute this face-up card to negate the activation of the Trap Card and destroy it.


Q1) Can I use this effect on the damage step?
Answer: Yes you can, as long as A-Team is not involved in the battle. (attacking or being attacked)

Before we continue, I need to put in a little disclaimer.

When you read the part on Serial Spell; the 2nd, 3rd, and 4th questions and their answers, you may not agree with them.

That's cool and I won't be offended...especially with the 2nd question.

I don't even like it. However, people much smarter than I am (when it comes to this game) say that it's their GUESS that Serial Spell works the ways it does as outlined in my FAQ. Since I was privy to their discussions I have chosen to go with their educated and informed guesses. If you choose to rule differently regarding Serial Spell then that's your call and I COMPLETELY respect you for it.

Ok...continuing along with the madness :

Serial Spell (Quick-Play Spell)
You can only activate this card when you activate one of your Normal Spell Cards. Discard all the cards in your hand to the Graveyard. The effect of this card becomes the same as the Normal Spell Card.

Q1) If Serial Spell is the only card in my hand, can I still activate it?
Answer: Discarding your hand is a cost to activate "Serial Spell". You cannot
activate "Serial Spell" if it is the only card in your hand, or if it is Set
and you have no cards in your hand.

Q2) When I use Serial Spell, to copy my spell card, does it copy the cost of using the spell as well?
Answer: Currently, no.

Q3) OK, if I activate Monster Reincarnation (and discard a card), and if my opponent has no response, I then chain with Serial Spell (and discard what's left of my hand), and when the whole chain resolves, can I get 2 monsters back into my hand?
Answer: Yes, this is legal. Serial Spell (which has copied Monster Reincarnation) resolves first, and you get the first monster back into your hand. Then, your actual Monster Reincarnation resolves and you get back your second monster in your hand.

Q4) How about if I activate Back to Square One (and discard a card), and if my opponent has no response, I then chain with Serial Spell (and discard what's left of my hand), and when the whole chain resolves, I can make my opponent send 2 monsters back to the top of his deck?
Answer: This is legal as well. Serial Spell (which has copied Back To Square One) resolves and sends the targeted monster back to the top of its owner's deck. Back To Square One resolves next and sends the other monster you targeted back to its opponent's deck as well.


Xing Zhen Hu (Continuous Trap)
Select 2 Set Spell or Trap Cards on the field and activate this card. As long as this card remains on the field, the selected Spell or Trap Cards cannot be activated.

Q1) I activate Xing Zhen Hu and select 2 of my opponent's set spell/trap cards. My opponent chains and activates one of them, which happens to be Astral Barrier. The chain resolves and I'm wondering since Xing Zhen Hu did not stop the first trap from being activated, will it still work on the second face-down card?
Answer: The remaining set spell/trap cannot be activated as long as Xing Zhen Hu is present on the field.

Chain Burst (Continuous Trap)
Inflict 1000 points of damage to each player who activates a Trap Card.
Q1) My opponent activates his set trap Fruits of Kozaky's Studies. I decide to chain and activate my previously set Chain Burst. Does my opponent take 1000 damage?
Answer: No. Your Chain Burst has to be already face up when a trap card is being activated in order to deal damage to the player. Please think of the trap Curse of Darkness.


Divine Wrath (Counter Trap)
Discard 1 card from your hand. Negate the activation and the effect of an Effect Monster and destroy the monster.

Q1) Can I use this card to negate the effects of and destroy Raging Flame Sprite, Harpie Lady 3, Perfect Machine King, and Fusilier Dragon the Dual-Mode Beast?
Answer: No, because the effects of the above monsters are continuous effects.

Q2) How about the monster Element Saurus? Can it be destroyed by this card?
Answer: If there is an earth monster on the field, and Element Saurus destroys an effect monster, its triggered ability activates and you CAN use Divine Wrath at that point. However, Element Saurus' ability in gaining 500 attack when there is a fire monster in play is a continuous effect; and that effect may not be chained to with Divine Wrath.

Q3) When my opponent tributes his The Creator Incarnate in order to activate its effect, can I use Divine Wrath to stop it?
Answer: Yes you can. Please bear in mind that although you have stopped The Creator Incarnate's ability, you didn't destroy it since it is already in the graveyard.

Q4) I can use Divine Wrath when my opponent uses the effects of Homunculus the Alchemic Being and The Creator correct?
Answer: Correct. Since both of these effects are cost effects and are considered fair game for Divine Wrath.

Q5) Can I use Divine Wrath when Fox Fire is special summoned back to the field since it was destroyed face up as a result of battle?
Answer: You may use Divine Wrath in this case as well, since Fox Fire's ability is a triggered effect (and triggered effects can be stopped by Divine Wrath).

Q6) What about A-Team: Trap Disposal Unit? Will Divine Wrath stop it as well?
Answer: Yes, since that is a multi-trigger effect; which means that it falls before Divine Wrath as well.

Q7) Can I use Divine Wrath on the monster Heavy Mech Support Platform, when the Heavy Mech is an equip spell card and is changing back into a monster?
Answer: In this case, no. This is because Heavy Mech's ability in changing back to a monster is the effect of an equip spell card, not a monster. However, if Heavy Mech Support Platform, while as a monster, activates its cost effect to change into an equip spell card, you can use Divine Wrath in this case to negate the effect and destroy it.

Q8) Can I activate Divine Wrath on the damage step; especially against cards like Harpie Lady 2 and Element Magician (when it attacks twice)?
Answer: Yes you can, and you would negate the effects of the above monsters as well, in addition to destroying them.

Q9) Can I activate Divine Wrath against cards that activate in the graveyard, like Roc From The Valley Of Haze?
Answer: Yes you can. (This card is really good!!!)

I doubt this big time, considering the [Magic Jammer] and [Seven Tools of the Bandit] rules. I do realize that monster effects are a beast all on their own, but I still feel as though the effect must originate from the field, in order for this card to negate it.

EDIT: I just saw a post from Kevin himself stating this (which i figured is where you got it from), so they will probably stick with this. It might have to do with the wording of "effect of an Effect Monster" rather than "Effect Monster Card." It could also be a difference between monster effects and spell/trap effects.

Q2) When I use Serial Spell, to copy my spell card, does it copy the cost of using the spell as well?
Answer: Currently, no.
I definitely agree with this, and the other two answers. There is no way to mimic the cost, and by the time it copies, we are already resolving [Serial Spell]. Plus, isn't the cost of playing this spell in the first place steep enough?

Q1) Can I use this card to negate the effects of and destroy Raging Flame Sprite, Harpie Lady 3, Perfect Machine King, and Fusilier Dragon the Dual-Mode Beast?
Answer: No, because the effects of the above monsters are continuous effects.
I agree with all of them but [Raging Flame Spirit], the way it is written it should be triggered, and activate during the "resolve effects" portion of the Damage Step. That of course would mean that it is legal for [Divine Wrath]. Just to make sure, i am referring to the gaining 1000 ATK effect not the attacking directly effect.

Q1) Can I use this effect on the damage step?
Answer: Yes you can, as long as A-Team is not involved in the battle. (attacking or being attacked)
Just to be clear, you can still tribute it when the attack is declared at the Battle Step, once you enter the Damage Step, you cannot use it. This is because an attack cannot be canceled once you enter the Damage Step.

Fox Fire
Fire/2 stars/Atk 300/Def 200/Pyro/Effect
During the End Phase of a turn when this face-up card was destroyed as a result of battle, Special Summon this card from the Graveyard to your side of the field. This card cannot be Tributed for a Tribute Summon.

Answer: Unfortunately that's wrong. In order to activate its effect, "Fox Fire" must be face-up when the attack that destroyed it was declared. If a face-down "Fox Fire" is attacked, its effect is not applied even though it is face-up when
destroyed.
This seems unnecessarily silly to me. The delayed trigger as written (of course this is YGO ;)) seems to have nothing to do with attack declaration at all. It is set by the destruction of this monster in battle.

Of course why then specifically mention "face-up" in the text? a very oddly wording card indeed...

Thanks for your input. I definitely agree with you about Raging Flame Sprite, it sounds like a trigger effect monster, not a continuous one. Unfortunately, Konami told Kevin Tewart that's the way it is and he passed the info along on the UDE judges board.

As for A-Team Trap Disposal Unit, again on the judges board it says you can activate its effect on the damage step to destroy a trap.

I think the Fox Fire one is silly as well...it has to be face-up when the attack is declared? That's a new one for me...but again...if Konami says so.

As for Divine Wrath being able to do the evil thing it does...straight from the UDE judges' boards:
You can activate "Divine Wrath" to negate an effect that activates in the
Graveyard, such as "Witch of the Black Forest", "Electric Snake", and
"Sangan".


When I read that I was like...oh my god this card is INSANE !!!

As for Serial Spell...well I trust you Novastar...I can't think anymore so if you say that interpretation is correct I'm going with what you said :D
 
I don't mean to sound critical at all, its good of you to post this.

Sorry the A-Team ruling is fine, I was actually refering to when it, itself, is involved in battle. If its not in battle, sure go ahead and use in the Damage Step, it is the Trap version of [Maryokutai].

As for the Serial Spell issue, you aren't mimicing the cost, or are mimicing the effect, and this card has its own activation cost and requirement.

Sorry don't mean to make you think too hard...; :lol:
 
Novastar, you're the soul of courtesy...you weren't critical at all.

Actually, about the whole Serial Spell thing...I thought it would be like Double Spell...and with Double Spell you do pay the costs you are using (like 1000 LP for using your opponent's Confiscation)

But, you bring up very valid points about "mimicing" the effect and not the cost...so it kinda makes sense to me now....<still dizzy :-o>

Ok well I found something that should help with the [Fox Fire] issue.

Atomic Firefly (AST-024)
When this face-up card on the field attacks or is attacked and it is destroyed as a result of battle, the player who destroyed it takes 1000 points of damage.

"The card text is very correct on the card mechanics; "Atomic Firefly" has to be face-up BEFORE the attack is declared."

It seems as though this card's effect has the same wording, as well as ruling, and I don't know why i missed it. The "attacks or is attacked and is destroyed as a result of battle" wording is implying that the delayed trigger requires 2 conditions to be met: it must have declared an attack or had one declared on it, and it must be destroyed in that battle, in order for the effect to see this, it must be face-up during the whole thing.

Its starting to make sense, at least to me anyway...

To further the Serial Spell ruling:

Double Spell: "Discard 1 Spell Card from your hand. Select 1 Spell Card from your opponent's Graveyard and activate it from the Graveyard as your Spell Card."

You are actually activating the spell, which has not yet been activated, so you pay the cost for activation.

Serial Spell: "You can only activate this card when you activate one of your Normal Spell Cards. Discard all the cards in your hand to the Graveyard. The effect of this card becomes the same as the Normal Spell Card."

You are chaining to the spell, which has already been activated, and it simply copies the effect.
 
You're awesome Novastar...I now can rationalize Serial Spell to my players tomorrow.

The Fox Fire/Atomic Firely thing is starting to become less hazy...I'm an idiot...Kevin Tewart even made that comparison and I completely looked over it :cry:
