Giant Trunade, TT and a Rite of Spirit

I just want someone to give me the right answer to something I noticed while browsing the many yugioh forums over the net.

If I, or my opponent activates Giant Trunade/Heavy Storm, and I chain my Rite of Spirit, if my opponent also has a face down Torrential Tribute, is he able to activate it in response to the summoning of my gravekeeper, before GT/HS resolves, or he can't because its too late to activate TT.

Let's look at what's happening

Chain link 1-Heavy Storm

No response to Rite of Spirit

Chain resolves

Rite of Spirit special summons a Gravekeeper monster
Torrential Tribute is attemped to be activated....what's wrong in this picture?

You can't add to a resloving chain (there are exceptions to this rule having to do with continuous cards and such but I'm not going to give you the full list for the purposes of your example)

So the short..short answer is No, they can't activate "Torrential Tribute" at that time.
