I have equipped one of my monsters with Gravity Axe.

my oppenent have one monster set.

during his turn, he use "snatch steal" to take my monster.
can he flip up his monster? or do I still have Gravity Axe effect?

As long as this card remains on the field, monsters on your opponent's side of the field cannot change their battle positions.

No, they cannot flip summon their monster. The 'your' in the text is referring to the controller of the "Gravity Axe", not the monster equipped with "Gravity Axe".

And more importantly, they cannot snatch a face down monster.
