Is gravity bind considered a targeting affect?


The reason I ask during a tournament this weekend.

Player A has four face up level 4 dragons and a face up The Dragon's Bead
Player A goes to attack with a dragon
Player B flipps Gravity bind
Player A discarded a card from his hand for The Dragon's Bead saying that Gravity Bind targets

The judges ruled that it was a targeting affect and I thought that a targeting affect had to select one monster or S/T.

Gravity Bind is non-targeting, it's a field-wide effect.
