Guard Penalty

If I have Level Limit Area B (or for that matter, Stumbling) on the field and I normal summon a monster, can I target that monster with Guard Penalty before it has to turn to defense mode due to the effect of Level Limit Area B?

I think that you would be able to considering that Guard Penalty is a quickplay spell card...

THen again in the ruling for level limit area b it says the effect cannnot be chained... so most likely not
 
The effect of Guard Penalty works only if it's played before the selected monster is changed to Defense Position. The effect of Level Limit - Area B cannot be chained to since it's continuous, so you can't immediately select the summoned monster before its position changes.

The effect of Stumbling, however, is a Trigger effect. You summon a monster; Stumbling's effect activates. You could then chain with Guard Penalty and select the monster you summoned. After GP resolves, the monster changes to Defense Position and you get to draw a card.
 
Just remember that in the case of Stumbling, since it is a Mandatory Trigger Effect, it's going to get placed on the chain immediately, so you'd still have to pass to your opponent before you could play Guard Penalty in response to the summon.
