The text of Helios Duo Megistus reads as:
This card can be Special Summoned by Tributing 1 "Helios - The Primordial Sun" on your side of the field. The ATK and DEF of this card become the number of monsters that are removed from play x 200 points. If this card is destroyed as a result of battle and sent to the Graveyard, this card will be Special Summoned during the End Phase, increasing the ATK and DEF by 300 points.

For the first part of the wording, does this mean that I can special summon him from anywhere (graveyard, hand, or deck) or can I only special summon him from the hand?

Nope it can only be special summoned from the hand.

It "can" be special summoned, but doesnt have to be.

Notice it doesnt have the "only" or "except"? That means you can either Special Summon it, or Normal Summon it, but if you want to Special Summon it, you must fulfill the requirement while this card is in hand.

I don't know why I was thinking it could ONLY be Summoned by its effect.

Yes it can also be normal summoned, its a bit of a tech card.

'Helios Duo Megistus' may as well be treated as any other Normal Monster, the Special Summon "option" is only applied while it's in your hand, but it can be Special Summoned from anywhere else with Appropriate effects.

Correcto, Helios effect is just another "option" you are given to be able to play the card.... in a very little little similar fashion of that from Cyber Dragon, Fusilier and such.

I completely missed the abscence of "This card cannot be Normal Summoned or set" text. I think I may have seen this question answered wrong on another forum somewhere.
