Does Horn of Heaven negates Behemoths effect to return beast monsters from the graveyard to the hand?

No it won't because Behemoth the King of All Animals says it has to be Tribute Summoned successfully. Horn of Heaven negates the summoning.

In other words, yes, it does negate the monster effect. Since it wasn't successfully summoned it's effect does not trigger.

Yes, it would because the Tribute Summoned was negated with/by "Horn of Heaven". "Behemoth" would not have been considered successfully Tribute Summoned, so his effect would NOT activate.

Also you could even go a step further and say that if the summoning is negated it's like it never happened in the first place. However, that doesn't allow you to Set or Normal/Tribute Summon again that turn.
