Horus LV 8 and Ectoplasmer

If this has been answered already, I can't see it.

When Ecto activates (?) during the End Phase, can I chain Horus' effect to it (forcing my opponent to Trib monsters every turn and saving my own)?

I'm not so sure about that. The text on "Hourus LV8" says you can negate the activation and effect. So if "Ectoplasmer" is already active on the field, you can't chain to negate and destroy.

From the UDE FAQ:
"You can chain the effect of "Horus the Black Flame Dragon LV8" to the activation of a Continuous Spell Card, Field Spell Card, or Equip Spell Card and negate it. However, if the Continuous, Field, or Equip Spell Card is already active, you cannot later decide to try and negate its effect with "Horus the Black Flame Dragon LV8". You can only negate it when it is originally activated."

You can chain cards like "MST" and "Raigeki Break" to the effect because they aren't trying to negate the effect of "Ectoplasmer", they are only destroying it, or any other card they target.

EDIT: The confusion part is on Horus LV8's text,

Horus the Black Flame Dragon LV8
This card cannot be Normal Summoned or Set. This card cannot be Special Summmoned except by the effect of "Horus the Black Flame Dragon LV6". As long as this card remains face-up on your side of the field, you can negate the activation and effect of any Spell Cards and destroy them.

In this case, the "activation" means the activating a Spell Card from face-down to face-up. It does not mean the "activation" of the effect of the Spell Card. So, you have to read the ruling in order to figure out what type of activation is being use.

Try this: You can chain to Ectoplasmer. However, you can't chain with Horus LV 8 because Horus can only activate when a Spell is activated.

Horus Lv 8's ability cannot chain to the effect of a continuous spell. Just like you can't Barrel Behind the Door a Wave-Motion Cannon, you cannot use the dragon's ability to stop Ectoplasmer's effect during the end phase.
