HotU and Good Goblin Housekeeping

After playing in the FET Sneak Preview today (which was a blast, I drafted everything non Ultra-Rare that I wanted!), and studying the cards beforehand anyway, my mind never seems to stop, so I have a question about a "timing" issue that may come up in deck designs I make.

By now, some of you lurking around may know how much I like Heart of the Underdog. It can be a real speed machine, especially if you have two out at once, and even a huge life gain machine with Solemn Wishes down.

My question is this though, when you activate Good Goblin Housekeeping during your draw phase to draw another card, will a timing issue occur, like I think it may, because of the effect of putting one card from your hand on the bottom of your deck, not letting HotU activate?
Or if you show the card you drew with GGH being a normal monster, will it trigger HotU and put it on a new chain, which resolves after you put a card from your hand on the bottom of your deck? If so, what if GGH lets you draw 2 cards, or even 3 cards (possible with Emergency Provisions even with the restriction)? Will it be the last card you drew like in rulings if you have multiple HotUs out chaining, or in this case could any of the 2 or 3 cards drawn by its effect trigger HotU?

Rather complicated questions, I know, but until now I don't believe there was any cards that could activate during the draw phase that allowed more than one card to be drawn from a single effect. I bet it's people like me that judges probably hate, lol.

Also, I had a judge at the event say that FET is perfectly legal to play now, even in tournaments, and the banned list won't take effect until April 1st. I thought FET wasn't tournament legal until April 1st, or was I mistaken? If so, I shudder to think of anyone abusing 3 Lightning Vortexes or even the Phoenix until then. I think that judge was just misinformed though.

Checked some rulings: it would miss its timing.
 
That's what I was thinking, based on most ruling I knew for other cards, but I wanted to make sure. If not, then yeesh, talk about some of the speed drawing you could do in some decks. Just being able to activate it then chain Emergency Provisions is good anyway, since it's in the graveyard when its effect resolves, you get 1000 LP and draw an extra card in the process. If this thing wasn't restricted to 2, could you imagine an unlikely starting hand combo of all 3 of them and Emergency Provisions. Set them all down, wait to see what your opponent does, hopefully wasting a Heavy Storm he might have, then chain all three GGH's and finally Emergency Provisions. Gain 3000 LP, draw 4 put 1 on bottom, draw 4 put 1 on bottom, draw 4 put 1 on bottom... watch your opponent commit seppukku out of shear insanity at the fact within 2 turns you've gotten to see half of your deck. Insane, but I've had all 3 Jars of Greed before on a first turn, so anything's possible. I'm rather glad HotU would miss its timing, otherwise that would be insanely complicated.
