Inferno Reckless Summon

If I activate Inferno Reckless Summon and my opponent activates Book of Moon on his only face-up monster, does Inferno still go through, or will it fizzle?

The activation requirement has already been met and the card has already been activated. Whatever happenes to your opponent's monster before or during resolutions of the effect, will not prevent the effect from resolving properly.
 
Inferno Reckless Part II

If I have activated Inferno Reckless Summon and my opponent has activated Book of Moon on his only face-up monster, can my opponent still summon monsters of the same name of his face-down monster, or does his monster have to be face-up so that we technically "know" what it is?

Notice that the face-up monster selected by your opponent for Inferno Reckless Summon does not have to be the same monster that was face-up at activation. As such, he's choosing a face-up monster on his side of the field at resolution of the card effect. If he doesn't have any, he has nothing to choose from.
 
Does the monster my opponent Select need to be face-up?

The text seems to imply that you could pick anyway.

You can only activate this card when 1 monster with an ATK of 1500 points or less is Special Summoned to your side of the field while there is a face-up monster on your opponent's side of the field. Special Summon all cards with the same name as the Summoned monster from your hand, Deck, and Graveyard in face-up Attack Position. Your opponent selects 1 monster on their side of the field and Special Summons all cards with that same name from their hand, Deck, and Graveyard.
 
Face-Down cards have no names in the same way they have no effects. Your opponent cannot choose to Special Summon a monster that he cannot use a reference for the effect. The "game" needs to know what the name of the monster is.
