Iron Core effect

Iron Core's effect allows your to return it from the graveyard to your hand instead of drawing a card during your draw phase. Question is of a situation like this:

Player A ends his turn and Player B activates Reckless Greed. Player B also has Iron Core in his graveyard. Now it's Player B's turn. Due to Reckless Greed he/she cannot draw a card during their Draw Phase but can they still return Iron Core to their hand?

I would say no. If the effect would let you do something instead of something else, and some other effect is preventing the something else, then you wouldn't get to do either. Like, your going to go to McDonalds instead of Burger King. No, I just blew up your car, so your not going anywhere.

Reckless Greed doesn't simply prevent you from drawing during your Draw Phase; it makes you skip your next 2 Draw Phases altogether.

So you wouldn't be able to use the effect of Iron Core of Koa'ki Meiru until Reckless Greed's Lingering Effect expires.
