Dark Illusion vs Deck Devistation Virus/ Hero's Rule 2 vs Dark Armed Dragon

Some of the following situations have happend and judges answered the following quite oddly.

Player A: Has a Destiny Hero Dasher in face up attack position with a Face down deck devestation virus.
Player B has 4 face down monsters and a face down Dark illusion
Player A: during draw phase of player B's turn decides to activate Deck Devestation Virus by tributing Destiny Hero Dasher to pay for DDV's cost.
Player B: Responds by activating Dark Illusion in attempt to negate deck devestation virus due to the fact that it "targeted" the tributing monster.

Judge ruled that dark illusion does negate DDV's effect because of the tributing cost was a "targeting" cost.

Situation 2:

Player A has a Dark armed dragon face up on the field with exactly 3 dark mosnters in the grave yard
player B has a face down hero's rule 2 and 1 face down monster in defence
player A decides to remove a dark monster for dark armed dragons effect in his grave in order to destroy the face down monster
Player B responds by activating hero's rule 2 in attempt to destroy and negate dark armed dragon.

Judge ruled that hero's rule 2 does negate and destroy dark armed dragon because it targeted one monster in the graveyard to remove.
in this case i ruled no due to the fact that i beleive that removing 1 dark monster is the cost to pay for dark armed dragons ignition effect.
