Exodia / Exiled Force Vs. Book of Moon / Reckless Greed

Exodia the Forbidden One
Player A has 4 Pieces in his hand and Sangan Face up on the field.
Player B attacks Sangan. After damage calculation is done, Player A gets the final exodia card using Sangan's effect.
I ruled Player A Wins but a few people said that Player A must wait until his turn to get the Winning effect of Exodia.
Next one
Book of Moon Vs Exiled Force
Player A Summons Exiled Force and uses its effect.
Can Player B actives Book of Moon and wants to force Exiled Force to stay on the field.
Can Player B active Book of Moon to the summon of Exiled Force to keep player A from using its effect?
Reckless Greed
Player A actives Reckless Greed at the end of Player B's Turn.
Now here is the tricky part: The player tells me he still gets the Draw Phases all he has to do is skip the drawing part of the Draw Phase. He says he can active another Reckless Greed during the Draw Phase that he is skipping the drawing part of. He also says his 2nd Reckless Greed will count this Draw Phase as skipped so he only has to skip a grand total of 2 drawing parts of the draw phase.
Is this true?
