Optional Flip-Effects?

There are some Flip-Effects, which seem to be optional.
To name an example: "Peguin Soldier" states:
FLIP: You can return up to 2 Monster Cards from the field to the owner's hand.
"Hade-Hane":
FLIP: You can return up to 3 monsters on the field to the owner's hand.
If I flip one of those and choose not to return any monsters to their owner's hand, is the effect still considered activated, allowing my opponent to activate "Divine Wrath"?
