Royal oppression

I have may doubt about royal oppression.
The card is face-up on the field:
1 - can i use the effect of Royal O. to negate Reasoning ?
2 - can i use the effect of Royal O. more time during one chain ?
3 -> player A: active Heavy Storm (royal oppression is active on the field)
player B: active scapegoat
player A: active the effect of Royal O. to negate scapegoat
It is a legal chain ?
