Player A has an active "Skill Drain" on the field and player B has a "Stardust Dragon".
Player A activates "Smashing Ground" to destroy "Stardust Dragon". Can "Stardust Dragon" negate the effect of "Smashing Ground" while "Skill Drain" is still active?
A:
"Stardust Dragon's" effect can be chained to "Smashing Ground".
"Skill Drain" will only negate the effect of an Effect Monster if the Effect Monster remains face-up on the field when its effect resolves. "Stardust Dragon" is Tributed to activate its effect. It is not face-up on the field when its effect resolves, so "Skill Drain" will not negate it.
