Me and my opponent both have 4 pieces of Exodia in our hand, the last piece for both of us is a limb.
I summon Emissary of the Afterlife, my opponent activated Torrential Tribute, and Emissary of the Afterlife goes to the graveyard, we both search for the last piece.
Does the game end in a tie, or does the turn player lose, like they would if two sagans were sent to the graveyard?

Your example with "Sangan" involves the effects of two seperate sources being linked into a chain. (a very different situation)
The effect of "Emissary of the Afterlife" that has each player add a Level 3 or lower Normal Monster from their Deck to their hand is performed simultaneously, so the Duel will end in a Draw.
This is similar to using "Ring of Destruction" to destroy a high ATK monster like "Blue-Eyes White Dragon" when both players have less than 3000 Life Points.
