Player A has a Compulsory Evacuation Device set and two face up monsters on
the field, Player B has a set Guardian Sphinx, Player B flips face up
Guardian Sphinx and in responce player A plays CED and targets Guardian Sphinx.
I ruled that Guardian Sphinx had been summoned and gets "priority" therefore
player A monsters return to his hand and then CED resolves returning
Guardian Sphinx returns to Player Bs hand.
In a chain CED would have resoloved first and stoped guardian sphinx from
resolving.
Was I right.

Answer:
Priority was not an issue here. Upon the Flip Summoning of "Guardian Sphinx," its triggered effect is automatically placed in Step 1 of the chain.
Then, the opponent can respond with their "Compulsory Evacuation Device." Assuming nothing else is added to the chain, it resolves like this:
Step 2 resolves. "Compulsory Evacuation Device" returns "Guardian Sphinx" to its owner's hand.
Step 1 resolves. "Guardian Sphinx"'s effect causes all monsters on Player A's field to return to their respective owners' hands.
"Guardian Sphinx" does not need to be on the field for its effect to resolve properly -- all that is required is for it to have been Flip Summoned successfully.
