Though I'm pretty sure that you cannot use "Re-Fusion" on an "Elemental Hero
Thunder Giant" or "Elemental Flame Wingman" because of the effect text
stating so, I can't find any info or otherwise having any ruling
pertaining to whether Re-Fusion creates a special case or not and with all of the
changes taking place, I would like to make sure.

Answer:
It is not possible to Special Summon "Elemental Hero Thunder Giant" or "Elemental Hero Flame Wingman" with "Re-fusion."
The card text of both monsters states: "this monster cannot be Special Summoned except by Fusion Summon."
