Well, it is basically true. If you know the game and how to play it, then basically all rulings are as simple as keeping up with the short errata list and reading the cards.

I learned how to play VS in 5 minutes and passed the VS System judge test after learning how to play. The test is fairly simple in itself and so is the game in retrospect.

So really... yeah, I'd say it's not that hard, just don't try and dwell on detail and it does sometimes help to make sure you understand all mechanics of the game, so reading over the Comprehensive Rules guide really does help (which you can find at http://www.ude.com/rules).
 
Just like Yu-Gi-Oh!, though, being a Level 1 Judge really doesn't mean much unless you actually judge regularly.
 
Oh... Ok, but I heard that you have to be a registered member of UDE to enter. I have the membership number, but I just cannot find the "registration counter". Any idea where is it? Please give me the exact site as I have failed to find the specific one after looking for it the whole day.
