What happend if one of the monsters tributed to summond Gilford the Lightning is Kaiser Seahorse? Does his effect gets activated or not?

There was a ruling back in the day (somewhere, I can't find it now) that if you offered Kaiser Sea Horse + 1 other monster to summon Moisture Creature then that would count as 3 tributes for the effect and you'd get the Harpie's Feather Duster effect. So I would presume the same would hold true for Gilford the Lightning.
I know I'm reviving a very old topic, but I guess it's better than making a new one.
Anyway, still curious whether densetsu_x's reply is still valid as there's a ruling under Kaiser Sea Horse stating:

Kaiser Sea Horse counts as two Tributes. However it is physically still only one monster. Majestic Mech - Goryu does NOT state it can be Normal Summoned with 1 Tribute. It says it can be Normal Summoned by Tributing 1 monster. Kaiser Sea Horse is that one monster.
Unfortunately, you will not get the effect of Kaiser Sea Horse with Majestic Mech - Goryu.

You can use Kaiser Sea Horse as 1 of the two Tribute Monsters needed to Normal Summon (and keep) Majestic Mech - Goryu, though.
