My friend called me asking about King Dragun's effect of nothing being able to target dragons. I was just wondering...what exactly targets? I know this is vague, but like...does Lightning Vortex or Raigeki target? Does Fissure target since it's going after lowest attack? I'm just wondering since targeting is a very vague subject for me

Basically, if you have to pick a card during an activation/use of a Spell, Trap, or Monster Effect, and not during resolution, then that effects targets.
For examples:

- You Activate "Raigeki Break", then select your target, then wait for opponent to add to the chain.
- You Activate "Monster Reborn", then select you target in the Graveyard, then wait for opponent to add to the chain.
- You Flip "Penguin Soldier", Flip Effect Activates, then you select 1 or 2 monsters, then wait for opponent to add to the chain.
- You Respond with "Sakuretsu Armor", then it automatically targets the attacking monster, then wait for opponent to add to the chain.
