Consider this Scenario:

i somehow got makyura in my GY this turn, and i have a random monster, say IFL, and i play Wall of Revealing Light, followed by Last Turn all on the very first turn of the duel (i go first), would the monster be able to attack considering the restriction?

Also does this consitute a first turn kill with Jowgen?

There's no restriction on monsters attacking during the first turn.

A player may "not conduct a battle phase" on the first turn of the duel. (The battle from LAst turn occurs in the same phase it was activated.)

You both overlooked 1 small detail.

"Last Turn" can only be activated during your opponent's turn.

I missed the part of Chen saying "I go first"

However,
Makyura's effect works on the opponent's turn too. Gilasaurus, or shallow grave could give the non-turn player a monster on the first turn.

Since his question was asking about "Last Turn on the First Turn" (aka the only turn by default you cannot have a battle phase), it was implied that was what he was talking about.
