My opponent claims that he can send a monster to the graveyard (say using Cannon Soldier) and then play Last Will sometime later during the turn AFTER his creature has already gone to the graveyard and then still activate Last Will's effect because a monster has gone to the graveyard sometime during that turn. Is this possible? I say that Last Will has to already be played before the monster went to the graveyard in order for Last Will's "state" to recognize that a monster has been sent to the graveyard and then activate. Who is right?

That was the original state in the early days. But then the ruling was changed later to match with the Asian rule where it has to be activated first BEFORE a monster is sent to the graveyard so that the effect can be played. It creates a state like effect for the turn where it is waiting for a condition of a monster being sent to the graveyard. It happens from the moment Last Wills effect is activated successfully. Nothing before than can happen as there is no condition on the field to allow for it to trigger Last Will since that spell has not been activated.

So to clarify, your opponent is wrong. This is what I was told however, by a judge and judges have been proven to be wrong so we will see when another person answers.
 
Last Will's wording has often been misunderstood but the effect has never been in question on this. The card sets up a state that after it has resolved will await the next monster going to the graveyard to trigger and special summon. It has always worked that way. There is no way to play Last Will after a monster has gone to the grave and special summon the new monster "when" the monster goes to the grave. The "when" has already been missed.
