I was reading Pojo's card of the day and came across Level Up! spell card (http://www.pojo.com/yu-gi-oh/COTD/2004Oct/29LU.shtml).

Two reviewers Coin Flip and Tranorix stated that you can use Level Up to special summon a downgraded LV monster. For example, you can Level Up your Armed Dragon LV 5 to get an Armed Dragon LV 3 and attack under Gravity Bind.

The Level Up card's effect is:
Send 1 face-up monster on your side of the field that has "LV" in its card name to the Graveyard to activate this card. Special Summon the monster that is written in the card text of that monster from your hand or Deck, ignoring the Summoning conditions.

Is it possible to use Level Up as a Level Down spell card?

It is only possible to 'level down' Armed Dragon Level 7, Horus Level 8 and Dark Mimic Level 3, based on the last ruling given by Mr. Tewart. This is because the 'leveled down' versions are mentioned in the card text.

Simple....
example:

Using Level Up! card:
You CANNOT level down Horus Level 6 to 4 because its effect doesn't say NOTHING about Horus Level 4
You COULD level down Horus Level 8 to level 6 since Horus Level 8 does say something about Horus Level 6 in its effect
