Lighting Vortex vs Magic Drain..

Alright, throwing this one out there....

PL1 activates Lighting Vortex and discards,

PL2, chains to the activation, with Magic Drain.

If PL1 decides not to discard per Magic Drain effect, does PL1 get his card back that he discards?

I say no, because its a cost effect to activate Lighting Vortex. Just like Premature Burial, you don't get your 800 life points if you decide not to discard?
