We're going only 1 month ahead for this card. It is the first of it's kind in the TCG, though the effect is a modified twist on a familiar card.
Frost and Flame Dragon

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing from play 1 FIRE and 2 WATER monsters from your Graveyard. Once per turn, you can discard 1 card to destroy 1 monster on the field.

Here's what makes this card a first of it's kind: It is the very first Water/Dragon in the game. Past that though, it's yet another variation of "Chaos Sorcerer". For starters, the stats are identical. Second, it requires opposite Attributes (Fire and Water this time around). There are a couple of differences though. It requires 3 monsters to be removed instead of 2. Also, this monster is a Nomi and it destroys rather than removes the target from play. Lastly, there is a cost to destroy a monster. However, it does have 2 improvements over the original: you can destroy face-down monsters as well as face-up and you can still attack after using its effect.
Water has always been an interesting decktype. It has several different competitive ways to run the deck including Aggro (Hydrogeddon), Control (Fenrir), Burn (Ameba), and straight Beatdown (Giga Gagagigo). It's also featured some of the best complimentary monsters (the banned Sinister Serpent and Tribe-Infecting Virus to go with the ever popular Treeborn Frog and Mobius the Frost Monarch). However, it always seemed to lack something to make it truly competitive. Most Water support cards that came out seemed to add to that "always the bridesmaid, never the bride" feeling. Frost and Flame Dragon is one of those cards that could change that.
If you take a look at some of the cards in competitive decks you will find cards like Mobius, Thestalos, and Snipe Hunter. Frost and Flame Dragon can be the perfect compliment. While it may not be as flexible as Snipe Hunter early on, for the same cost you will be guarenteed to destroy one of your opponent's monsters. With cards like Mobius and Thestalos, you have the tools to control the other aspects of the game (S/T and Hand). Or, Frost and Flame Dragon can work well in a Burn theme where cards like Ameba and Solar Flare Dragon (or King Pyron, another new card in Tactical Evolution) can whittle away your opponent's life points. Then you can remove them to bring this heavy hitter to the field, clear an opening and finish your opponent off.
Like the Chaos Monsters of old, Frost and Flame Dragon needs to have a deck built around it in order to maximize its usefulness. However, with several competitve deck themes out there already, Frost and Flame Dragon could easily be incorporated into them to provide a solid new deck type.
3.5 out of 5. It may not be as easy to get out as Chaos Sorcerer nor is it as recyclable. But its strong effect and excellent compliment of monsters you can run to help bring this out can push Water themes into true threats. A very worthy addition.
