I wondering if Magical Dimension is a two part effect and if i tributed my monster to destory one monster on the field do i have to summon a spellcaster from my hand??

You have the order backwards. The summoning part is the required part. The destroying 1 monster on the field is the optional part. So yes you do have to summon a Spellcaster, but no you do not have to destroy a monster (like say you used it to bring out DMoC and you decided you would rather get a spell card back).
