You can only Ritual Summon "Magician of Black Chaos" with his Ritual Spell Card, "Contract with the Abyss" or "Advanced Ritual Art". Other Special Summoning methods that would Special Summon him from your hand do not work with Ritual Monsters.
Once properly Ritual Summoned, you can then use cards like "Premature Burial" or "Call of the Haunted" to Special Summon him from the Graveyard, or cards like "Dimension Fusion" to Special Summon him from the RFP zone.

There is no way to Summon Magician of Black Chaos from your hand without an appropriate Ritual Spell Card (Black Magic Ritual, Advanced Ritual Art, Contract with the Abyss). You can also use the Normal Spell Card Ritual Foregone. But that's it.
Ritual Monsters need to be specifically Ritual Summoned (Ritual Foregone is the only exception to this) when they're coming from your hand. This is done with Ritual Spell Cards (And the exception, which does NOT Ritual Summon but works anyway).
