With Magician's Circle, can I activate it if my opponent has:
1. all 5 monster spaces already full?
2. no spellcasters in his deck?

1. no, both players must be able to Special Summon a monster for you to be able to activate 'Magician's Circle'.

2. yes, the content of the deck is unknown, so you don't know whether or not your opponent has a Spellcaster in his deck.

1, No, you both need empty spaces
2. Yes, you can. The contents of the Decks are 'unknown', thusfor searchable.
