Can you flipp Mask of Restrict when you opponet declares a tribute. So that the tribute would not happen.
 
Tributing doesn't have a spell speed so it can't be chained to, you can only respond to the actual summon, which means that the summon was already successful and so won't be affected by Mask of Restrict.

You're responding to the attack declaration there, this works due to the mechanics of the game, since gravity bind resolves in the main battle step whereas damage calculation doesn't occur until the damage step, by which time the attack has already been stopped by Gravity bind.
 
daivahataka is correct regarding tribute summons.

99.9% of the time a Tribute is a Cost. Since costs are paid at activation and costs are never reimbursed. So if you CHAIN Mask of Restrict to the tributing of a monster for Cannon Soldiers effect (just as an example). Then Cannon Soldiers effect will still resolve because the cost was already paid. However then neither of you would be able to tribute anything else.

1. Do you have to declare a tribute? If so when they declare a tribute can you flipp Mask of Restrict?

2. If Mask of Restrict is on the field and they declare a tribute does the tribute monster go to the grave yard and the moster that you were bringing out go?

1.MoR (Mask of Restrict) can be activated in a chain to anything with a spell speed or in response to a successful summon, however you flip it when they say they're using whatever spell/trap/monster effect or else after they've put the summoned monster card on the field.

2. If MoR is already active when they try to tribute then nothing happens as the monster on the field cannot be removed from the field for the purpose of tributing.

Effects you can prevent by chaining Mask of Restrict are:

Share the Pain (the tribute of the non-controller)
Order to Charge
 
When your opponet summons Exiled Force can your opponet use his effect when he is summons?

If so can flip MoR before he can use Exiled Force's effect?
 
if the summon was a normal summon and it is his turn, then yes he may activate its effect before you are allowed to respond. If mask of restrict was chained to Exiled Force, then EF's effect resolves successfully as the cost has already been paid. However if Mask of Restrict is already active on the field when exiled force is summon, its effect may not be activated
