I e-mailed a request in to the garage about 2 1/2 weeks ago and I still don't have a response yet. Now, I'm coming here to see if this deck could use any improvements. Forgive, if this is the wrong section for this. Thank you for your help

Ah, sorry about that. Our primary Deck Mechanic is attending a lot of classes right now, and the Deck Garage section itself is in a state of flux. We apologize for any inconvenience this may have caused.
 
Let's see how far I can help/fix...
Either way, I'd say:
- Neo Aqua Madoor
He is a great stall-card... but he will be NoCced or being killed by Mystic's etc. Then you only 'lose' on him.

Now, the choosing starts. Do you want it aggresive or a bit more stalling?

For stalling I'd recommend to toss out Star Boy, toss in another Aqua Madoor, also drop Ocean Dragon Lord - Neo-Daedalus and Unshaven Angler, he is not worth the cost. Also, add in Mystical Space Typhoon and Messenger of Peace (2x) if you can.

When you go aggresive, drop Ocean Dragon Lord - Neo-Daedalus again and Unshaven Angler, and add Mystical Space Typhoon. Replace the Tornado Wall with Waboku (2-3x). Also drop The Legendary Fisherman. DROP Fenrir, Aqua Madoor and Cure Mermaid.
Add in 2 more Star Boys, when you can get Inferno Reckless Summon. If not, toss the Star Boy and go with Axe of Despair.
