If there are 4 monsters on the field when raiza is summoned successfully you can chain to his effect and destroy all face up monsters then raizas effect will resolve sending the targetted card to the top of your deck.
I assume youre either asking if needle cieling or raiza gets their respective effects. Well it happens as above. Needle resolves first so raiza has no say in its resolution and needle doesnt negate the activation or effect of raiza so since his effect was already activated it resolves as normal.

It all depends on what card was targeted by "Raiza" to be returned to the top of the deck.
"Raiza's" effect will still work even if he's destroyed before it resolves. If "Needle Ceiling" or another monster on the field was targeted, then his effect will resolve w/o effect because the targeted card cannot be returned to the top of the deck.
