Nephthys + Necrovalley

While watching a duel, an interesting query came up, does Necrovalley negate Phoenix's effect to Special Summon itself in the standby Phase, after checking the official site, nothing under Necrovalley or Phoenix showed any problems against each other, but the Judges said that Necrovalley DOES negate Phoenix's effect, I just want to know is this true, to clear things up.

Judge was wrong. From the rulings:

"Vampire Lord" can be Special Summoned by his own effect even while "Necrovalley" is in play.

Therefore, "Sacred Phoenix of Nephthys" can be Special Summoned by his own effect as well.
