1. do location cards have a continuos effect? if you have more than one face up location cards in your resouse row can you activate both effect ??? can i exhhast a location card???
Some locations have continuous effects (such as Metropolis and such). Some others have activated effects (such as Underground Sentinel Base, etc.). Remember, locations are unique unless they otherwise say so, so the answer to this would be "No" based on that fact, as soon as you flip up 1 of your locations and then flip another of the same name, if it doesn't say that it's non-unique then the previously flipped 1 is sent to the KOed pile, but if the location is non-unique than yes you can activate both effects. Yes you can exhaust a location card... when a location card reads "Activate -->" then that means that you exhaust that location card to activate that effect.
2. can you activate locations when ever you want? i.e during the combat phase?
Yes you can activate a location whenever you want. Just not during one portion of the turn, and that's the "wrap-up" step of the recovery phase (When all cards are being recovered and re-readied). Any effects activated during this portion of the turn are considered activated during the following draw phase. But other then that, during any phase and step (even the beginning of the recovery phase, before the wrap-up) a location can be activated, unless it otherwise states on the card that it can only be activated during a certain phase or step.
3. is there such a thing as decking out in this game? what happens when you run out of cards??
No, there is no deck out rule in this game. Once a person runs out of their deck, they keep playing until one of the two players are 0 or under in endurance and there is no tie. If a person runs out of cards in their deck then they simply do not draw during the draw phase and the game continues as normal.
4. whats a good number of cards to build a deck? 60 cards or more????
The minimum number of cards in a deck in VS is 60 cards, so I'd go with your 60 or more ratio you gave. Most people run 60 cards even though. Keep in mind that just because the starter decks in VS give you two decks that are less then 60 cards, the actual tournament minimum is 60 (unlike the YGO 40).
5. what is evasion? can i get a plain english response please???
Evasion is a payment effect that some characters have. The cost of the effect is to stun your character, the effect is that you literally "evade" an effect or attack. When a character with evasion is attacked, you can choose to have that character "evade" by paying the cost for the effect (stunning your character) and that's the effect basically. Any character that evades during the turn is exempt from the recovery rule during the recovery phase and recovers as normal at the end of the turn (unlike characters that are stunned by battle or other card effects). If you choose to evade an attacker, the attacker will re-ready since the defender is not there at attack resolution and the attacker can choose to attack another character.
