If my opponent plays Snatch Steal and takes my Nimble Momonga, and then on my turn I attack the Nimble, do I get the Nimble's effect or does my opponent? Same scenario, but substitute Giant Germ?

Nimble Momonga's and Giant Germ's effect works the same way as any other Graveyard activated searcher (Mystic Tomato, Sangan etc.) The effect activates in the Graveyard, so the owner is the one who will receive the effect, regardless of who controlled it when it was destroyed.
