Noblema-Eater Bug, Does his effect still work if there isn't 2 monsters on the field and there is only 1? If so why? Also Does he have to destroy him self if he is the the only other monster on the field?

Do you mean Nobleman of Crossout vs. Man-Eater Bug?
Or flipping Man-Eater Bug while there is no other monster on the field?

Anyways, MEB's effect has to be activated, and if there is no other monster on the field, it destroys itself.

1) Yes it still works if only 1 monster exists on the field.

2) Yes it will have to destroy itself if there are no other monsters.
 
If I recall correctly, a card came out a while back called Dark Cat with White Tail, and it returns two monsters on your opponent's side of the field to their owners' hand and one monster on your side of the field to its owner's hand. The ruling on it was that there MUST be at least two monsters on your opponent's side of the field and one monster on your side of the field for the effect to resolve at all. I don't understand why this should be any different (since Nobleman-Eater Bug doesn't say "up to" either). Can someone clarify?
 
According to the RONIN software, Nobleman-Eater Bug can activate it's effect if it's the only monster on the field or there are less then two monsters on the field.

I got the ruling by reading between the lines, because if this scenerio is possible, "If "Nobleman-Eater Bug" is the only monster on the field and it is flipped face-up, then it destroys itself with its effect." then NEB can be activated as the only monster on the field, =P.

Edit: BTW, you are correct about the Dark Cat card, I forgot to mention that, I don't know why it's that way, it just is, =/
 
The JERP (aka Japanese Expert Rules Page aka Unofficial relay of Japanese rulings aka you can ignore me if you want) says that cards like Noble Man-Eating Bug must have two targets, along with White-Tailed Black Cat and Tornado Bird.

Personally, I'd agree with that ruling because of what we already have ruled for Ojama Trio and Scapegoat. (Interestingly, that condition is only active for activation, not resolution.)

But if the Nobleman-Eating Bug ruling stticks, the Tornado Bird/White-Tailed Black Cat rulings will probably change.

Edit: For some reason, I thought they wouldn't name a card "Man Eater" and another "Man-Eater Bug". So wrong.
