how com null and void can be activated durin the damage step but torrential tribute cant destroy all monsters special summoned by cyber jar during the damage step?

i kno null and void is trap card that can be activated at anytime when cards like pot of greed gets played, but, torrential tribute should be able to trigger to the newly summoned monster cards by cyber jar effect even during the damage step.

will one day UDE look into it, or is that how the ruling going to be?

i look at it like this.

certain cards can only be played in a duel in response to something occuring in a duel. null and void is like trap hole. trap hole can only be played when your opponent successfully summons a monster of 1000 atk and destroy it. null and void works the same way due to its effect.

The truth, is that there does not seem to be any logical explanation for it.
