Outstanding Dog Marron/Chain Energy

If both players are using Chain Energy and Outstanding Dog Marron in their deck. Comes to sudden death, Chain Energy is on the field and life points are tied, If neither player plays a card but uses Outstanding Dog Marron effect to keep it going on and on and on.
How would you stop the game? Would it be stalling? How would it be ruled? Need help with this one.
 
Well, after watching several iterations of both players doing the same thing and realizing that neither would deck out and neither would be playing another card, only then would I declare it such. They key to know that you cannot just arbitrarily declare it. You would have to watch the players' intentions and play to see that nothing would change (or couldn't change), or if they call you over and they show you the scenario.
 
It really is a judgment call, but if you look at it where you realize neither play is going to do anything different and it is the sudden death, it's fair to call a draw.

Now if it's another round, you really need to be more careful about things, esp. if 1 person already has a win. Fortunately (and while I won't say "never") this situation is quite unlikely to be seen.

Where I judge, I have 2 people talking about playing the same combo and if they face off, what would happens if it came up.

This could come up even it it wasn't them who thought of it. With Gen-Con coming up.

I would say no. You would have to pay both costs at the same time and we're not using the chain here. On the other hand, is there some sort of ruling that would indicate that when two cost have to be paid the controler could decide which order to pay the costs?
