If i flipped penguin soldier/ nightmare penguin and returned the opp's monster to their hand, and they respond with torrential, what would happen.

Can you describe the steps as to what will happen?
like what would be chain link 1 and 2?
 
Just look at your own statement.

1. You flip Penguin Soldier (Hey, Chain Link 1)
2. They respond with Torrential Tribute (Hey, Chain Link 2).

Resolve backwards: Torrential destroys everything on the field. At this point, there's nothing left to return to hand.

Here's how it would break down...

P1 Flip-Summons "Penguin Soldier" and chooses the 2 monsters to be returned to the Owner's hand.
P2 chains with "Torrential Tribute".
P1 doesn't respond.
P2 doesn't respond.
Resolve chain.
"Torrential Tribute" resolves and all monsters on the field are destroyed.
"Penguin Soldier"s effect attempts to return the 2 monsters, but can't because they have been destroyed, thus it's effect resolves w/o effect.

also can u flip nightmare penguin up when opp has no monsters? since returning 1 monster is mandatory?
 
Yes. You're opponent does not have to have any cards on the field for you to be able to Flip Summon "Nightmare Penguin".

Remember, "Nightmare Penguin" returns ANY card, not just monsters.
