Asian UDE Judges

I really don't know where to put this post so I just placed it here. It's only just recent that I checked the UDE websites lately and I just found out that UDE also handles Yu-Gi-Oh! players rankings. I am from the Philippines and a WoWTCG judge. I also played Yu-Gi-Oh! and I am just wondering if I take the Yu-Gi-Oh! judge certifications, can I also hold Yu-Gi-Oh! tourneys here (with asian restrictions, of course)?
