At a tournament I was at as a spectator, I believe that I saw a stack their deck.

Between matchs I was sitting and happened to see a player going thru their deck and it appeared they were moving some cards to the bottom of the deck, then they moved the bottom set of cards to the middle area of the deck. When their opponent came and sat down, this player appeared to shuffle his deck (to me it looked like they were only shuffling the top 1/3 - 1/2 of the deck. They then had their opponent cut - the cut was about midway on the deck. and on his 3rd turn the questionable player laid out an Exodia win.

Not being involved in the tournament as either a player or a judge and having no proof of wrongdoing, what if anything is/are my responsibilites in this situation? and If I should have called a judge or tournament offical over, at what point should I have done that?
