Complaints About a Player

Firstly I want to apologise if this has been covered before, I know about the "Troublesome" and "Very Troublesome Player" threads but they don't really cover this (and if they do, whoops, sorry! )
I frequently Judge and otherwise help the TO at my local Yu-Gi-Oh! Hobby League Store and we have a strong regular group of players of all ages and all sorts, however over the last couple of months I have heard some players complain about one or two other players. However these complaints are always among themselves and never directly at myself, the TO or any other official and when I do question them about it, they are vauge or say it happened a couple of weeks before. I have tried keeping an eye on the parties in question but we all know that this just isn't possible when an event of any size is in full swing.
I was just wondering what some of your thoughts on this matter would be. These complaints range from silly misplays like random deck shuffling or disliking a starting hand and "taking a mulligan" to more serious things like Cheating or Stealing.
I know as Judges and so on we must always assume ignorance on the part of the player so I am rather unwilling to accuse these parties without proof, however without other players to inform me of these things at the time it is rather frustrating.
