"Don't touch my cards"!

As a judge I've seen many players become extremely irate (to put it nicely) when others touch their cards without as much as a "if you don't mind...". I've even reprimanded top 8 players in multiple Regionals for reaching over and taking the opponent's entire graveyard for a quick examination without asking.
I've reprimanded, asked, hinted, and warned, but the same thing happens every tournament. Some people will not learn, or choose to ignore etiquette. For those that I warn, and keep an eye on, the offense is not repeated, but I should not have to spend my time policing such an infraction of courtesy.
People are even re-arranging their deck location to keep opponents from simply reaching over... do any of you have a solution for this irritating issue? Or have you even seen this at all in your area?
