Judge Levels

If I remember reading correctly there are suppose to be 5 levels of certification, but only 3 levels are being utilized.
I know I barely got my certification online, but I want to agree with an earlier post I read somewhere that many judges should have level 3 certification, as they are merely bad test takers. I also suggest expanding these tests to be taken once a month at designated testing sites in surrounding areas. A 6 month wait to retake a test is too long. People aren't in a Masters degree program here... they are here in a VOLUNTARY capacity. Judges shouldn't have to feel humiliated and booted out of the elitist certification level 2 or 3 waiting a whole 6 months each time.
I am urging that the judge levels be more accessible, and all 5 levels of certification be utilized as its original intent. Volunteer judges with great commitment should be rewarded, and their chances of moving up levels should not have a wait time of 6 months each time the test is failed.
By the way any High Level Judges in Anaheim/LA area in California? I want to test
