Rules Knowledge and Player Management L2 and Higher Tests for South America

Hi everybody:
I have a couple of questions.
1. I'm a Judge from Chile, South America; and I had been member of UDE from 2004. I'd took L1 Yu-Gi-Oh! RK and L1 PM Testd, and since then, I judged over 100 tournaments, and at least 30 of these had been C-30 or higher.
During 2004-2005, UDE had employees in some countries of South America, including Chile. The employ at that time (Gastón Zuñiga, Chile's Main PTO between 2004-2006), made me took the L2 Yu-Gi-Oh! RK test, and when I passed it, he gave me a black an white UDE (L2) shirt.
Anyway, my information in UDE's site shows that I'm only L1 Yu-Gi-Oh! RK (and L1 PM), and the UDE Membership card sent to me at 2005 (I never received other) shows same thing. I had sent some e-mails to judge@upperdeck.com, and to some other representatives with almost no response. I want to know if i should to take the L2 Yu-Gi-Oh! RK Test again.
2. Also, I need to point this: there is some way to take L2 or higher tests to both Yu-Gi-Oh! RK and PM specializations to people in South America?
The typical answer has been: "the answers to your questions are in the FAQ", but most people in South America can almost never to travel to United States. So, that would mean that people in South America just cannot take further level tests.
Well, the other answer I'd received was: "You can take higher level tests with certain UDE representative during a C-40 or higher event". Since South American countries haven't 10Ks, Shonen Jump Championships or Pharaoh Tour, the only C-40 events we have are the annual National Championships and the also annual South American Championship. It's ok, but the problem is that UDE representatives (Organized Play Managers) never had come to National Championships or South American Championships since 2005.
I'm not blaming to the representatives. I understand they have some other duties that could prevent they coming at those events; but I would like to know if could be other way to take the tests then, or we just should resign to stay as L1, until we travel to United States.
I'm very interested in Games and Entertainment industry, and I would like to get the higher certifications to make my way to help the Organized Play in my continent and try to get a chance in game design and related topics, specially with UDE. So, I had been judging in almost every tournament I could, and I even judged as Head Judge at 2005 and 2007 Nationals, and at 2007 South American Championship.
