Valid procedure for activating effect when a player draws a card?

New to the forums i have a procedure question to add. If the the opponent goes to draw, i should want to activate the drastic drop off before the act of adding the cards to his hand occurs to maintain accuracy of the card(s) to discard. What would be the best way to do this, as there are many players at events who wish to get free information from the opponent. Here is a situation.
Player B sets 2 Face down Spell/trap cards. Ends Turn
Player A Sets Drastic Drop off. Ends Turn
Player B goes to draw a card for the turn. Player A wants to activate drastic drop off, but before doing so asks the opponent if they wish to activate any quick spells or effects before adding the drawn card to his hand.
Player B declines activating any cards.
Player A then activates Drastic Drop Off.
Player B then states he wishes to use priority to activate the selected drawn card being it a quick play of cost for a set spell or trap.
Player B has no grounds for calling for priority to using effects other than spell speed 3 at this point if i am percieving things correctly? Please clarify if possible. The main problem with drop off and other cards such as trap dustshoot, drastic drop off is using the cards and giving your opponent ample time to use effects before passing to the mandatory game state effect to add the drawn card in the draw phase to the hand. At local tournaments it has taken months to get the players to not just casually draw and immediatly add the card to the hand without regards to the opponent having a chance to activate suchs cards.
In premier events is the situation mentioned the best way to go about it, plus is the art of decieving your opponent grounds for a penalty.

Player A sets fissure passes to opponent.
Player B knows Player A is playing with Drastic drop off and goes to draw for turn.
Player A asks the opponent before adding the drawn card to his hand if he wishes to activate effects before adding/mixing the drawn card to his hand.
Player B uses a set phoenix wing blast discarding the card that was drawn.
Fairly certain this isnt cheating and part of allowed game play but i thought i would ask. Thank-you again for your time and answer.
