It's been awhile since the doctor did some judging of cards. Well, I got sidetracted on studing for YGO I guess. Anyway, I'm back for some more. I guess some of the reasons why I haven't been judging is cause alot of the "new" cards were kinda boring to judge for me. (Well, except for Chimeratech, until they bombed the best support, i.e. Future Fusion, down to 1x)
Anyway, I'll rate some POTD cards and some promos/Shounen Jump/etc. (like Magician's Valkyrie)

Destiny Hero Dasher
Dark / Warrior / level 6
2100ATK / 1000 DEF
Once per turn, by Tributing 1 monster, this card gains 1000 ATK until the end of this turn. If this card attacks, it is changed to Defense Position at the end of the Battle Phase. While this card is in the Graveyard, one time only, when you draw a Monster Card during your Draw Phase you can show it to your opponent and Special Summon it.

Now, he's effect, got some good, bad, and insanely superb. So we have to split them to see them all.
Let's see the "bad". The stat and level. Well, it's a level 6. And for a level 6, it's 2100ATK. That's pretty darn weak since everybody running Monarchs. Heck, not just Monarch, everybody's running Cyber Dragon as the "Best Beatstick to run in multiples" And since Cyber Dragon is a 2100ATK, it's gunna die against it. Not just that, let's see a part of it's stats. 1000DEF. In most monster cases, DEF don't matter unless the foe Enemy Controller/Book it. But this monster, when it declares an attack, is switched to DEF position at the end of battle phase. And since it's a weak 1000DEF, after it battles, it's gunna die next turn. Meaning, Destiny Hero Dasher isn't gunna stick around for long. So don't hope for that. That's the "Bad"... kinda.
Now, it's decent good stat. You can tribute 1 monster to boost it's ATK by 1000. That means it'll go upto 3100ATK. That'll kill EVERYTHING that people run these days other then the Lily and whatever Stein pulled out. So in THIS way, you can kill the Monarch and Cyber Dragon. But this is the prob, you have to tribute a monster. Usually, tributing a monster just for 1000ATK boost isn't worth it. Not to mention since this is a level 6, you have to tribute summon it. So after you tribute summon, you usually won't have an extra monster for ANOTHER tribute to boost it to 3100. I mean, usually, if you got enough for 2 tributes, might as well run Ancient Gear Golem or Dark Magician of Chaos.
But, there ARE ways around it. Since it's tribute for effects, you can do all sorts of ways to get "free" monsters. You can tribute a free Treeborn Frog that you special summoned during your stand-by Phase. Or you can tribute those Scapegoat Sheep Tokens. Or you can actually do Soul Exchange or Brain Control and tribute that off from the foe's field. (Well, there was Snatch Steal, but we know what happened to that.)
And the "superb" effect. The effect that's worth running a whole deck theme around actually. And it's alot more consistant then the Diamond Dude luck decks too. It's the graveyard effect.
Yes, THAT. I mean, it's a FREE special summon. Of course, you have to "Draw" it, but if you run a high tribute deck, why not! And you can run a high tribute deck cause of decks like Monster Gate and Reasoning. And you don't have to summon this card, just get it into the graveyard for it's effect. So mill it with Card Destruction/Morphing Jar/Graceful Charity/Magical Merchent/etc. So send this card to the graveyard as quickly as possible, and whenever you draw a monster during draw phase, you can special summon it. Let me tell you the different strat. The obvious and not-so-obvious.
I said in the previous, the fact that it's a level 6, AND it needs to tribute another monster for 3100ATK boost, is hard to use. But if you run a 3x Dasher high tribute deck, there's ways around this prob. Say you have a Dasher in your graveyard. And then you drawn your 2nd dasher from your deck during your draw phase. Then show that to your opponent, and special summon it. THEN, at your stand-by phase, summon that Treeborn Frog on your field as well. Well, there you go, you got yourself a free Dasher, PLUS a free tribute monster. And they were BOTH special summon. After this you can summon another monster for a 3100LP+ damage to your foe's LP. After that, your Dasher gets weak into 100DEF. But if the foe destroys THAT, well, you got another Dasher to work with when you draw another high tribute, or get your 3rd Dasher.
Another thing is that it's ANY monster, it doesn't HAVE to be a tribute monster. I mean, if you got some tribute monster stuck in your hand, and no Treeborn Frog in your grave, (or it's stuck cause you got a Royal Decree/CotH stuck on the field) go ahead and special summon that whatever monster you drew during your draw phase, and tribute summon a Monarch or whatever you want. This can help running a high tribute deck cause even if you got a bunch of tributes stuck in your hand, you can special summon whatever, and then tribute summon.
Another thing is, Deck Devastation Virus. THis is probably an obvious one though. I mean, running a high tribute deck, and Dasher being a dark that's higher then 2000ATK, yeah. You can run a Dark Tribute Deck with Dashers, Dark World, etc. and you got yourself a powerful DDV deck. Not to mention since Dasher got a weak 1000DEF, if the foe is gunna ram it with a weak monster, might as well DDV it to get rid of that and whatever weenies they have in their hand.
There are some issues with the tribute summoned monsters with Dasher's effect during the Draw Phase. Lets say Blowback Dragon. Now, usually, you can call priority on it's effect. But with Dasher's effect, you cannot. Why? Cause Blowback's effect is during the Main Phase 1 or 2. Most of the time, tribute monsters are summoned during Main Phases by tribute or Premature Burial/etc. But since that's not the case with Dasher, you cannot call priority or activate it's effect until you wait out till your main phase. (Of course Monarchs don't have this, "missing priority" issue cause their effect activates during the tribute summon.) And also, monsters like the Monarch where it's effect activates when tribute summoned also don't work obviously.
Other then the "Support" of Dasher that I mentioned. (Brain Control, Soul Exchange, Reasoning, Monster Gate, Deck Devastation Virus, etc.) There's one more. Reload. This is more on luck, not to mention, everybody prefers the Magical Mallet over it these days. But Reload got something that Magical Mallet, Card Destruction, and even Graceful Charity don't have. It's a Quick-play. And that means, it can activate during draw phase. Since Dasher's effect is during only on Draw Phase, Reload can work by activating during the Draw Phase, and then shuffle all 3-5 cards in your hand, and hopefully, draw a high tribute monster. The best result would be having 3x Dashers in your graveyard, activate Reload during draw phase, and then draw 3 level 7-8 tribute monster or something. But of course, this depends on huge luck.
Finally, you can reactivate Dasher's effect over and over. After you used up that Dasher's graveyard effect, you can remove it from the graveyard to re-summoning it onto the field, or send it back to your deck by Pot of Avarice, and then later on goes back to the graveyard, it's "reset" and you can special summon a monster during your Draw Phase again with that same Dasher.
Overall ruling
A 9 OUT OF 10.
Not CC, but can create a very powerful fun deck and totally boost those DDV decks, Dark World Deck, etc. people run to counter weenie Recruiters like Rats, Tomato, Rescue Cat, etc.
Anyway, I'll rate some POTD cards and some promos/Shounen Jump/etc. (like Magician's Valkyrie)
