Power Bond vs. Fusion Substitutes

Here's a ruling question that came up while judging my last MO Regional:

Turn Player summons "The Light - Hex-Sealed Fusion" to the Field and has "Power Bond" and "Cyber Dragon" in his Hand. Can TP activate "Power Bond" and use "The Light - Hex-Sealed Fusion" and "Cyber Dragon" to special summon "Cyber Twin Dragon" to the Field?

You cannot use [Power Bond] to Special Summon it in this case, because that is considered a Fusion Summon and [Cyber Twin Dragon] restricts you to using only the material monsters listed on the card to do that (that being 2 actual Cyber Dragons).

You could however, use [The Light - Hex-Sealed Fusion]'s effect to Special Summon [Cyber Twin Dragon] (Cyber Dragon would of course also need to be on the field), as it will not be considered a Fusion Summon.
 
Thanks for the quick reply. I will point other duelists to this thread.

I had 2 duelists that net-decked a "Cyber Dragon" deck from Meta-game that insisted, that since "Power Bond" was a special summon, they could use "Power Bond" in this manner.

I also ruled the summon would be regarded as a fusion summon and as such, "Cyber Twin Dragon" could not have any fusion substitutes. (with the exception of "Proto-Cyber Dragon" face-up on the Field).

Not a problem at all, my pleasure.

Just to add...

[Power Bond], [Dragon's Mirror] and [Miracle Fusion] are all special forms/variations of [Polymerization], they all perform a Fusion Summon. So any restrictions on the Fusion Summon will still apply in all 4 cases.

This will also apply to the new [Overload Fusion] as well.
 
I did say "probably"...

If it's all the same, though, I'll wait for English rulings before I beleive that. I can barely make heads or tails of that babelfish junk. We don't even know what the English wording will be.
