Premature Burial vs. Priority

If I Premature Burial, targetting Exiled Force, do I get priority to use its effect before my opponent uses say, Book of Moon?

yes you have priority as soon as pre-mat has resolved and ex is on the field. your opponent can chain Dust Tornado or mst to the activation of premat before ex is even on the field and then ex wouldn't be able to destroy anything

Yes, I concur. That is 100% correct. Remember, when ever a monster is summoned, special summoned, or flip summoned, the turn player gets priority with that monster. And since you are playing Preamture Burial, once resolved, you are the turn player, thus meaning you get priority to use Exiled Force's ability and resolve its effect entirely, unless someone uses a Solemn Judgment

Why not?? You can use Solemn Judgement against Exiled Force being summoned.

Not if it was Premature Burial that brought it back, in which case, that Solemn Judgment should've been used then, not after.

Solemn Judgment
Pay half of your Life Points. Negate an activation of a Spell / Trap Card / Normal Summon / Flip Summon / Special Summon and destroy the Spell Card, Trap Card, or Summoned monster.

Solemn Judgment can be used against the activation of Premature Burial. Not the summon in this case.

Keep in mind the fact that your opponent can still chain Book of Moon to Premature Burial's activation, but cannot target the monster selected for Premature Burial, as it is not on the field yet.
